Profile Lee Hibbard is Internet governance co-ordinator at the Council of Europe which is an inter-governmental organisation composed of 47 member states based in
Strasbourg, dealing with human rights, the rule of law and democracy. He liaises with governments and other stakeholders, including ICANN, the private sector and
IGOs in various international forums and is currently responsible for the Council of Europe Internet Governance Strategy 2016-2019. In particular, he is setting up of a
platform for major Internet companies and governments on respect for human rights and the rule of law online
